Records and Library Management Conference Results 18-20 December2011 The above conference which was hosted by the RAMSAZ at KWEKWE HIGH went on well.The meeting was attended by Records and Information Assistance and Librarians from government colleges namely Marymount Teachers College,Mutare Teachers College,Kwekwe Po...lytechnic,Bulawayo Polytechnic,Joshua Mqabuko Technical Teachers College,MIn of Public Service HQ,and Kwekwe High School.The total attendance was 28 pple. 
 
Our anticipated facilitators gave apologies at the last minute but we manage to source other facilitators Patson Muchemwa Chinda who graduated at MSU with a degree in Museum Studies facilitated in Records Management topics which included Records Preservation,Managing Records Offices,Starting a new records man.program in an org etc.Jerry Mathema a ZOU graduate in Media Studies and also a holder of an HND Library and Information Science facilitated in LIS topics which included Censorship vs Intellectual Freedom,information literacy skills etc. 
 
Since the meeting was the first to be organized by RAMSAZ we call it a success of which the participants demanded more of such kind of meeting in 2012,they expressed bigger interests for the meeting to hosted at prestigious hotels and bigger towns like Bulawayo,Harare,Mutare and even VIc Falls. We had our short comings as organizers of the conference and we look ahead to improve on our second conference scheduled for April in BULAWAYO.The meeting is expected to be attended by Human Resource Personnel in addition to librarians and records assistants. Meanwhile the meeting was attended by Kudzayi Chiwanza ZOU Lis and RAM acting departmental Chair,she will be our patron and adviser.Yes people are still skeptical of what we are doing but we strive to get the confidence of every information practitioners and students in Zimbabwe and beyond.
 
We decided to change the name of the organisation from Records and Archives Management Student Association of Zimbabwe[RAMSAZ] to Records and Archives Management Society of Zimbabwe[RAMSOZ].We saw it as a fit name as we try to make it a professional org.Ms Chiwanza promised to assist us to publish a professional journal early 2012.

RAMSAZ finally formed

The RECORDS AND ARCHIVES MANAGEMENT STUDENT ASSOCIATION [RAMSAZ] finally formed at a RECORDS MANAGEMENT CONGRESS held at Evelyn Girls High in Bulawayo on the 5th of August 2011.The meeting which attended by 76 students, records management professionals,librarians,lecturers elected the persons to the RAMSAZ NATIONAL EXECUTIVE COMMITTEE PRESIDENT ETIWEL MUTERO VICE PRESIDENT TALENT RUNGANO SEC GENERAL MOYO MDUDUZI TREASURER MS CHIVONIVONI SOCIAL ACTIVITIES COORDINATOR MS MPOFU EDITOR MS VILJOEN ADVISORS MOYO MELULEKI MZACA ZAMANI LOVEMORE MANJA MS MPOFU MS MAVIS DHLIWAYO BULAWAYO POLY REP THABANI TSHUMA ZOU REP. The Flaws of the Zimbabwe National Archives Act


It is a good thing that we have the National Archives Act in Zimbabwe but as I was reading through I found few weakness.Firstly,the act do not put the Provincial Archives or Records Centers under the control of the Archives Director,actually the act is silent on that.Its only that we have sincere and faithful regional archivist and records officers,if they were not they were going to make those centers private institutions

Secondly,the Zimbabwe Archives Act is silent on issues of Electronic Records.It doesn't explain how electronic records should be preserved despite the fact that government offices are generating a lot of electronic records in form of websites,emails,storage medias such as compact disks etc.The Archives Act should have put a standard under which electronic records should be created and maintained.It should also have directed what sort of electronic records are admissible in a court of law.

Thirdly,the Archives Act is unclear on the duties of the records committee,I mean its functions.It says this committee gives advice to the Archives Director on issues to do with records management.IT goes on to say some of the members of the Records Committee are appointed by the Archives Director from the Archives staff.How can a junior officer offer advice to his superior?Do you see it possible?

The National Archives Act is also silent on Records Appraisal.That means it can continue archiving obsolete records,meaning to say it will deny accepting records from agencies due to limited storage space.

The National Archives Act empowers the National Archives Director power over records created by any government depart or ministry but it seems he doest outright power because he needs the consent of the Minister responsible with that Ministry in order for his advice to be effected.That means that Archives law makes the Archives Director a Junior Officer of all Ministries .

The Archives Act places the National Archives of Zimbabwe under the Ministry of Home Affairs,do you think its a relevant ministry.I think the right Ministry is the Ministry of Information and Publicity.Where is the link between the Police and the Archives Institution? It means the Archives will receive insignificant attention from the Minister.

Am I wrong,I stand to be corrected. THE NATIONAL ARCHIVES ACT NEED TO BE REVISITED
